Well, it looks pretty cool. Not sure if it comes with cup holders but I think I could get enough tools in it to do an overhaul on a RAM at 100 feet.
If I was going to make a new horse collar for scuba it would be self fabric or Hypalon. It would have a lower bladder and an upper bladder. It would have two D rings located on the collar, two on each side for attachment of bottles, lights. At least one large, pleated pocket with zipper. It would have optional CO2 for the upper bag and it would have a lift ring behind the neck that would be capable of lifting the diver. The harness would be more like some of the weight suspenders and I see no reason that it could not be weight integrated.
In fact one idea I have is a front bladder BC that uses a back plate but instead of being between the plate and tank it would attach to the standard back plate webbing at four points on the chest area. The attach points could be shared with the two shoulder D rings and two waist D rings left and right. The standard plate and webbing would allow a heavy duty harness for lifting the diver if needed.
If was going to to design a wing it would not be a wing, it would be a catamaran. A bladder on either side only interconnected by a two inch tube. It would be Hypalon or some other self fabric, not a bag in a bag type construction. The cross section of the bag would be a triangle wedge with the wedge into the tank and the expanding base of the triangle controlled by elastic straps so it would collapse flat and roll in. About 16 pounds of lift is enough. It could be augmented by a belly bag, optional, that would clip across the webbing at about the waist strap level with a oral or CO2 inflator to provide front flotation and could double as a sausage float.
