High did a good job. I had not heard of some of those aluminum alloys, or at least I could not remember. Our dive club used those Navy 90 aluminum cylinders for many years, and they always passed hydro. The hydrostatic criteria were available for testers and technically it was not a problem. The tanks are not "illegal" exactly but cannot be carried by commercial transport without a DOT or ICC stamp.
If it was to be a history of "SCUBA" cylinders it would have been nice to include another huge piece of history, the widespread use of surplus oxygen cylinders of which many were sold by dive shops in the day. However, he did mention "38 cf" cylinders in general.
A variety of steel cylinders were mentioned but during the period 1960-1980, millions of 2250 psi, 72 cf tanks were sold. I think that should have been mentioned. Overall, very interesting information in the report.
