Charlie,
I would be totally comfortable using a valve that went smoothly into a tank neck for three turns by hand. Put plenty of teflon tape on it and put a full turn with a wrench (properly placed to prevent valve damage) and see how that feels. If it feels loose, snug it some more. The torque on a pipe thread is such a subjective thing that it is hard to describe; there are no real torque "specifications" for that. Just remember that over-tightening can damage your threads. If you end up with a slight air leak, you can always drain the air and snug it some more.
Yesterday I did a little test on a fire department fill system I was repairing. I was working with 1/4" NPT fittings and put 4 wraps on the male thread, turned it in hand tight, which ended up about 2.5 turns, then added only 3/4 of a turn with a wrench since it happened to aim the direction I wanted at that point. It held 4500 psi just fine.
I think your valve will be fine.
