It's entitled "Bel-Aqua Watersports" and written by a Canadian pioneer called
Phil Nuytten who imported Bill Barada's Bel-Aqua drysuits in the early 1950s,
getting to know the great man in the process. He has some interesting things to say about the Bel-Aqua company, hinting at problems associated with the firm's change of name to Aquala, the name by which it is still known today.
The Historical Diving Society of Canada website has a gallery with three more pictures of 1950s divers in Bel-Aqua suits. I particularly admire the way the website dates such photographs and identifies the brand of gear the divers are wearing.
