Blue Mistral / J.C. Higgins cans

I have a question regarding the paint on the re-purposed Overpressure - Blue Mistral/J.C. Higgins cans.

I’ve read the extensive and detailed analysis (thanks Douchebag) about the coatings and paint on the Non-Mag and regular USD chrome cans, but I couldn't locate any information about the coatings applied to the blue cans made for J.C. Higgins and re-labeled as the blue can Mistral.

Examining the excellent pictures Stephane has posted on his website, it looks like there is bare brass showing through the areas where the paint has flaked off. I can see what perhaps appears to be primer and a layer of blue enamel over brass can. Is that correct? A link to his pictures:

I see several forum members have a blue can Mistral –can anyone shed some light on the following:

Is there any metal plating over the brass? For instance, nickel?

What are the sublayers under the blue enamel?

Is there a primer and if so, what color is it?

Is the yoke standard USD matte chrome?
