Refresh, Rebuild or Have Restored?

Ok, after all these years, I found my Grail regulator. The question is to refresh for display? Rebuild for use? Or have it restored?

I have a little rule in my collection. If I cannot make it work, it's down the road. If I cannot dive it, it's down the road. I'd rebuild it as a diver and leave the outside coatings alone as much as possible. It may not be a "10", but it's a great piece and an awesome addition to any collection.
